The Director, IT Initiative Delivery and Service (ID&S) oversees the Initiative Delivery and Services team, which includes IT Project Leaders, Software Analysts, System Analysts, Support Analysts and third party support services to deliver business solutions, continuous improvement efforts and on-going support of key business systems.

Responsibilities and Accountabilities:

o This role is responsible for the development, implementation and oversite of the IT project/initiative management process and ensures that key information (e.g., deliverables, risks, issues) passes to and from sponsors and other key stakeholders. She or he is deeply involved in ensuring that IT projects and initiatives are aligned with overall company strategy, goals and budgeting process. This individual provides leadership in PMO best practices and is highly customer-focused. He/She has overall accountability to ensure planned IT initiatives have the necessary resources and will work with key stake holders across the organization to achieve this goal.
o The Director will focus on improving the consistency, predictability and efficiency of the IT systems and services through applying continuous improvement methods.

• IT PMO (35%)
o Shared responsibility with Business Application Director - Lead/facilitate the management of an aligned (with PCB strategy and objectives) IT project portfolio that encompasses both process capability projects as well as purely technical changes and enhancements
o Member of PCB Corp. PMO portfolio management team(s)
o PMO policies, procedures, best practices, and project framework(s)
o Manages and oversees overall IT discretionary budget relating to all IT focused projects including both business process capability and technical debt initiatives requiring either SG&A and/or capital spending. Aligns IT PMO portfolio with appropriate funding.
o Oversee management of project budgets against designated scope of work.
o Responsible to work with other IT members to lead the development and management of a single view of IT resource allocation against current and future systems related projects and initiatives. Aligns IT PMO portfolio with appropriate people resources.
o Continually improve/adjust PMO processes as needed to align with business functions and enterprise PMO
o As needed, resolve issues that get escalated through the PMO process
o Oversee the IT PMO process and overall project quality and compliance with standard delivery methods and ensure alignment with enterprise PMO
o Establish and maintain strategic resourcing relationships for project staff augmentation.

• Service and Support (40%)
o Develop and maintain department mission, vision and objectives
o Create and manage a development plan to achieve department goals
o Establish and maintain team structure and job descriptions
o Provide development opportunities to IT resources to increase flexibility in the resource pool to support changing business needs.
o Insure that policies, procedures, and resources are in place for long term service of IT software solutions.
o Oversee, manage and develop a strong IT service and support organization to ensure a positive and high quality experience for users of technology at PCB
o Use feedback mechanisms (surveys, etc.) to ensure accurate and timely feedback on services provided
o Balance cost to serve and support PCB operations and users against ensuring customer value and minimization of business operational risk
o Employ continuous improvement methods and tools to address recurring systems problems.
o Develop and communicate clear SLA metrics and KPI reporting with regard to IT service desk and related activities
o Develop an approach for measuring capacity utilization and productivity of development and support resources on the team – including offshore or third party resources.
o Insure that policies, procedures, and resources are in place for long term service of IT software solutions.

• Talent Management & Engagement (25%)
o Set clear expectations around a culture that clearly supports and rewards PCB leadership values and objectives. Reinforce these values in daily interaction with team members.
o Hires and develops a strong core group of IT experienced Project Leaders. Invest and develop these Project Leaders to ensure the team meets business objectives.
o Holds IT Project Leaders accountable for following standard methods, reporting and driving for results.

• Minimum BS/BA Computer Science, Information Systems, or other technical field (such as engineering, science).
• Lean Six Sigma Certification is preferred
• PMI, Current PMP Certification is strongly preferred

• 10 years related work experience managing IT or technically focused projects.
• At least 5+ years experience leading large-scale, high impact, systems or process implementations, and/or systems upgrades, to a successful conclusion.
• Experience with programming, and/or application design desired.
• Familiarity and expertese with project management software, such as Microsoft Project.
• Demonstrated ability to effectively prioritize/execute tasks in high-pressure environment.
• Demonstrated ability in defining complex business problems and working with business partners to identify possible solutions.
• Demonstrated ability to see big picture and ability to apply that skill in IT business alignment process
• Demonstrated ability to lead both local and distributed project teams on large scale projects
• Demonstrated ability to apply technology in solving business problems
• Deep understanding of the organization’s goals and objectives and ability to relate those to both software and process solutions.
